R/PPR's PD@state provides foundational principles and resources that guide the practice of public diplomacy (PD) at the Department of State, contains links to additional M&E learning materials, and provides a repository of PD monitoring and evaluation reports of .7-funded programming.

Departmental guidance

  • 18 FAM 300 identifies design, monitoring, evaluation, and data analysis best practices and establishes requirements to enable the Department to more fully characterize and account for the various ways bureaus and independent offices utilize their resources to achieve bureau, office, and Department-level goals and objectives. Its audience is Department staff and contractors.
  • Evaluation Policy: 18 FAM 301.4 elaborates on evaluation guidance for Department staff and contractors.
  • Managing for Results is the Department of State's approach to planning, budgeting, program design, performance management, evaluation, and learning. Its audience is Department staff and contractors.

Bureau-level Resources

Your Public Diplomacy Section may have grants or programs funded or managed by one of these bureaus or offices. In that case, we recommend consulting their guidance before engaging in PD monitoring activities. If you are unsure what guidance applies, please reach out to PD@state.gov for support.

  • DRL Bureau of Democracy, Human Rights and Labor Guide to Monitoring and Evaluation provides guidance and templates on project design, monitoring and evaluation (M&E), and reporting for applicants and implementing partners (grantees) of the U.S. Department of State's Bureau of Democracy, Human Rights and Labor (DRL).
  • ECA Monitoring Evaluation Learning and Innovation (MELI) Unit provides support and resources for monitoring and evaluation of ECA-funded programming.
